The early web made it easy for anyone to publish, but alarm at the
frequency with which URLs broke led to the false notion in academic and
research institutions that, to make their URLs persistent, they must
publish only via centralized and paywalled URLs. This talk describes the
causes and the 18-year-old, decentralized ARK identifier solution
maintained by the University of California.
